A review of FBI data reveals that Atlanta’s extensive surveillance network, including Flock Safety license plate readers and integrated cameras through Connect Atlanta, has not demonstrably improved the Atlanta Police Department’s crime clearance rates between 2021 and 2025. Despite claims from vendors and officials about the efficacy of these technologies in solving crimes, APD’s clearance percentages across major crime categories like homicide, rape, robbery, and aggravated assault have remained largely stagnant or even decreased. While the city has invested heavily in surveillance infrastructure, privacy advocates argue this expansion comes at the cost of civil liberties with little tangible benefit to public safety. Concerns persist regarding the use of this data for immigration enforcement and the potential for misuse, coupled with instances of faulty data leading to unjust stops.
