The Department of Homeland Security (DHS) has awarded a new $2.9 million contract to Penlink PLX, a surveillance system capable of intercepting, aggregating, and analyzing live communications and internet activity. This platform, which integrates with data aggregator CLEAR, allows for real-time tracking of individuals and potentially facilitates warrantless surveillance. Concerns have been raised by federal legislators and civil liberties advocates regarding the potential for misuse, the erosion of due process, and the lack of judicial oversight. The technology, developed in part from Israeli firm Cobwebs Technologies, has a history of targeting activists. Despite a federal ban on purchasing location data, ICE under the Trump administration has acquired this technology, raising alarms about an expanding surveillance industrial complex driven by private contractors.
