A dive into license plate reading camera data reveals breaches of state law by local agencies.

Flock Safety’s automated license plate readers (ALPR) are deployed throughout Monterey County, collecting data on every vehicle passing by. This data is then sold to local law enforcement, offering alerts for vehicles associated with fugitives. While state laws like SB 54 and SB 34 restrict data sharing with immigration, out-of-state, and federal agencies, the Monterey County Sheriff’s Office has been found to have shared data with law enforcement agencies across the country, including those in Rhode Island, Michigan, Texas, and Utah. Despite these breaches, similar to those that led Santa Cruz to terminate its contract with Flock, the Monterey County Sheriff’s Office intends to continue its partnership with the company. The legality of certain data sharing practices by local police departments, such as Seaside receiving data from Las Vegas while not sharing its own, remains unclear.
