This is an excellent, free toolkit created by a citizen who successfully engaged their local city council and police leadership regarding Flock Surveillance camera expansion.
Instead of relying on outrage, the creator used a fact-based, respectful approach focused on governance, privacy, and vendor accountability. Because the research was solid and the tone was right, both the mayor and the deputy police chief actively requested follow-up briefings.
To help others replicate this success in their own communities, the creator redacted their personal information and open-sourced their entire preparation packet.
The toolkit includes:

- Comprehensive council handouts and executive follow-up briefings
