Data is shared nationally, sometimes internationally, and has been used for stalking and surveilling individuals seeking legal medical care. A substantial error rate in readings also raises concerns about wrongful accusations. The report recommends state legislation to standardize data retention to one week, restrict data sharing outside the state without a warrant, and limit access to ALPR data.
