The Humboldt County Sheriff’s Office is reportedly violating its own policies and state law regarding the use of automated license plate readers (ALPRs). Data logs show the Sheriff’s Office is allowing a large volume of searches of its ALPR data by outside law enforcement agencies, often without the proper justification required by California law and the department’s own rules. Many searches lack required information, such as the reason for the search or the identity of the officer conducting it. Hundreds of these searches referenced federal agencies, including Immigration and Customs Enforcement (ICE), which also violates state law. The Sheriff’s Office has not responded to questions about these practices, raising concerns about oversight and potential misuse of surveillance technology.
