EFF, ACLU to SFPD: Stop Illegally Sharing Data With ICE and Anti-Abortion States

The Electronic Frontier Foundation (EFF) and ACLU of Northern California are demanding the San Francisco Police Department (SFPD) cease its illegal sharing of automated license plate reader (ALPR) data with federal and out-of-state agencies. A report revealed SFPD gave agencies, including ICE and law enforcement from states with abortion bans, direct access to its ALPR database, leading to 1.6 million searches. This data sharing violates two California state laws, SB 34 and SB 54, which explicitly forbid sharing ALPR data with non-California agencies and for immigration enforcement. The advocacy groups argue this indiscriminate mass surveillance exposes all drivers to privacy risks, but especially endangers immigrants, abortion seekers, and other vulnerable populations targeted by the federal government or other states. They are demanding a full audit, new compliance protocols, and sanctions for employees who violated the law.
